  Introduces support for creating phone numbers in a terminating status during port-in operations. The supported phone number status depends on the API version:

  API Version	Phone Number Status
  Earlier than 2025-07-31	terminated
  2025-07-31 and later	pending_termination

  This change applies to all API versions. The phone number status differs based on the API version.
